In order to take away the vested interests and the self-interest, a hospital's strategic plan should be framed on a 20 year horizon. Services can be established and expanded over a 20 year horizon. Segments of services should be reviewed on a rolling 3-4 year basis, eg: Maternity this year, Paediatrics and ENT the next year, Orthopaedics and Rehab the next year, etc. This ties into the population trend analysis and macroeconomic trends. The question at this point is "What should we be doing?"
